Telstra Business tech came around and finally took a good look at our ADSL2 issues, had a chat with him and ended up cutting off all other extensions for the internet line and directly connected the modem port. Result is a stable connection that is twice as fast as it was previously, much improved.
No more constant dropouts! Upload speed is still dismal (and so is the download speed compared to most other results), but i'd rather a stable connection as opposed to a slightly faster upload.
Literally why does all of Europe essentially have better, cheaper internet than the United States? I saw someone in Romania with like 400 Mbps down/up...

Europe is a far more densely populated area than the United States and they don't have nearly the same kinds of ISP monopolies as in North America.
My download is good. Can't say the same about my upload. It sucks because I am a youtuber. It takes forever to upload things. I also want to stream, but I can't because of how slow it is

As a side note anymore posting over 1gbit downloads is questionable, unless theyre running server nics, while modern fibre optic to the home routers can handle higher than 1gbit, your speedtest result is limited by your fastest network controller which in almost all cases is 1gbit.
I'm using So-Net Nuro, a 2gbit service, i can attain close to 1.7gbit speeds if using multiple computers at once but no single device will speedtest or download faster than the 1gbit network controller theyre bound to.
VPN servers will, in some cases, speed test higher than 1gbit because theyre using numa link or fibre channel, or just straight up using an extremely expensive hp fibre network controller.
Can anyone might have an idea why my download is good but upload so bad ?

Your upload (and download) speed is very typical of a cable connection, nothing to worry about. Cable (and ADSL) speeds are asymmetric and designed/configured to offer higher download speeds than upload due to the majority of users downloading a lot more data than they upload.

Also they have us pay $50 for this (no phone) and Frontier says the speeds for our package are "up to" 6mb's down. This is without loading anything also. Since I live outside of the cities there aren't any other providers besides Frontier.

Yes, its fake. Though it truly said that was how fast it was downloading, it was an inaccurate reading. It was actually around 1.8MBps
