My Budget is preferrably to stay under $400 USD, but it would be optimal for me to go as low as possible with the best possible preformance (I wish it actually worked like this.) I have everything in regards to software just looking at upgrading hardware.
I believe I need a new Video Card, but I'm not tech saavy so I couldn't say for sure. Could be that I also need to upgrade Power Supply, CPU, and MOBO.
I like to play high, process intensive games, such as DayZ SA, Arma 3, Skyrim, etc. I usually play on low, maybe medium depending on the game, but I like to run at full res 1920x1080 which is impossible to run smooth on games Such as arma3, and Dayz SA. Even running on low and lowered res, Dayz still only gets like ~30 fps I'm shooting for as high as possible.
i'll probably be buying the parts sometime around Mid-May.
I do not wish to overclock anything unless it has to be done.
I'm down for crossfiring/SLI my GPU (s) if it's cheaper, for better preformance, If it's not then I'm not really interested too much in that.
Monitor is 1920x1080
I'm upgrading for mainly preformance, I have pretty bad specs as I went cheap when building. A decision I've come to regret.
My specs:
CPU: AMD phenom II X2 555
MOBO: ASrock 870 extreme3
RAM: 12gb DDR3
GPU: AMD Radeon HD 6670
Tell me if I forgot anything and I'll be more than happy to fix it.
I would suggest upgrading to an FX 6300 processor, a 970 or 990 chipset motherboard, and a Radeon R9 270X graphics card. It's definitely right at the top of your budget, but it would give you an enormous performance boost over what you currently have.

How well would the Radeon 270x compete with a GTX 750? I've heard that due to PhysX Nvidia preforms better on games that have it, than for say a Radeon would. If this is true would it be more worthwhile to get the GTX or the Radeon? Thanks for the feedback by the way will look into it.

PhysX doesn't make games that support it perform better. It adds additional graphical details to the game. The graphics card also has to be powerful enough to run it's usual graphics workload for the game with PhysX added onto it. Since the 750 is a fairly weak card, it would not be a very good choice if you had PhysX in mind. The 270X is miles better than the 750.

I would suggest going with a good 500W unit from Seasonic, XFX, or Antec. Corsair and NZXT have some good offerings as well, but there are usually better alternatives for the price.

That list didn't show up. What I would suggest getting specifically is the FX 6300 processor, the ASRock 980DE3/US3 motherboard, a PowerColor R9 270X, and a Seasonic S12II power supply. Although this would put you over budget since you have to get the power supply as well. You could always save some money and get an R7 265 instead for about $50 less.
