my internet sucks and i want to start a server here are some specs of a computer. That has nothing to do with your internet connection speed, that just means you have a good connection to your router. Go to speedtest.net, run a test, and then post a picture of your results here.

You can either pay for a dedicated server that you would find online or you can have your parents upgrade to a better internet package. Those are your own options.

Yes it would.
You would have to talk to your ISP, but that would more than likely require you to upgrade your plan, even then it might not be enough to host a decent server.
Something others didn't think about: Some ISP's might have it in their TOS that you are not allowed to host servers anyway.
