Usually you can just remove it under uninstall applications.

Not really, I have studied this tool bar before, from playing with survey sites in a XP locked down virtual machine. Normally it just installs itself to your browsers addon folder, however it varies and it could very well install elsewhere. But attaching itself to a browser now a days is done through the addon folder.
As said though, MBAM will take care of it if set to remove PUPs.
It also depends on which version he has. There is no real easy way to find out.
One of them can be uninstalled via add/remove programs, another is embedded into the browser, another recreates itself at every startup, another throws itself into the windows folder, and there are other versions inbetween.
To be honest, it's almost as if someone made a toolbar to make money, then decided "You know what, I think there are ways I can make this even more annoying than it already is. Yeah, lots of ways. Lets do that!".
Babylon is a PUP so it should remove it.

I would reinstall it, or uninstall it and install an older version.
