You might want to consider setting up a dual-boot. I did and I love it!
Windows 7 is great, but much of my vintage games collection simply refuses to run on 7, only XP or older. So when I rebuilt my PC I triple-booted with XP, 7, and Ubuntu.
Well I want to start new on my computer. Im running windows 7 and its low on ram. I also actully prefer xp

If you are already running 7 do not install XP. it is stuck with DX9, it is 11 years old, will no longer be supported soon, and is overall just a bad idea.
If you are running low on RAM you either need a new computer, or need to buy more RAM. If you have more than 2-3GB of RAM and are running out, you need to clean your computer out because you have too much bloat taking up resources.

He could just use VirtualBox and not have to bother with making a partition and all that stuff.

Most of my games are from the 95/98 era. They work fine on Vista. The Need For Speed (through DosBox) Need For Speed II, NFS III, Need For Speed Hot Pursuit, NFS Porsche Unleashed, NFS High Stakes,NFS Most Wanted, Quake I, Quake II, Quake III, Duke Nukem, Star Trek Elite Force I and II, Age of Empires I & II, Command & Conquer Tiberian Dawn, Tiberian Sun, Red Alert I & II, Thief, Thief II, Rise of Nations, Unreal Tournament, GTA3, Vice City... etc...

As shown above, I was able to get a myriad of programs designed for Windows XP and earlier working fine on Windows 7.

I had a computer with a Pentium IV (not sure exactly what model but i know it was at least 3ghz) and 2gb of DDR ram, and it had major issues with windows 7. It was built too, not a crappy prebuilt.

You probably have malware then. If you prefer XP because of simple aesthetics, you could just use a theme.
And I had to get a cheap laptop for school it only has 2 gb.

2GB is enough for pretty much everything you need to do, unless you want to play games while having a browser buffering youtube or something similar.
And you can buy RAM for laptops. I have a drawer full of RAM for them.
As for RAM, you can buy RAM for laptops. Just find out if it has DDR2 or DDR3 and look for it on newegg.
