So I'm looking to play a game. The problem is, it requires a minimum of 2.0 GHz, and my computer only has 1.6. How can I raise it without using overclock?

Entirely this. What is your CPU and what game are you trying to run? You might just be able to play it anyways.
What are your specifications? Your processor, the like?
Judging from the low frequency, are you using a laptop, or compact desktop? If so, you will not be able to upgrade the CPU, or will not be able to use a higher-TDP CPU in such a combined space, respectively.
It's a Dell laptop, Windows XP, processor is an Intel Celeron M 520.

Not $1500. You can get a decent laptop for like $500-$600 with an AMD A8 Apu. Theu have really good integrated graphics.

The only way to raise the GHz on your processor is to over clock or buy a new processor.

People have i5s at stable 5GHz overclocks, the world record is with an AMD FX which reached 8GHz.
The game I'm trying to run is Oblivion (old copy broke).

You won't be able to change the proccessor. In 99% of all laptops it is soldered to the MOBO.
You would be better off buying a new laptop.

No it won't lol. Unless you want an over the top gaming laptop, you only need to spend around $800-1000 for a very good laptop.
