So why can't we have .gif's as a desktop background?
I think that would be really cool, we would see some amazing high resolution .gif's begin to emerge and have some really cool stuff. I want that.
Also easily customisable cursor colours. I'd like that.
Hmm, IIRC (If you're talking about Windows) Explorer does not support .gif files...It even just opens them up in IE by default. If you really wanted to I'm sure you could just rip out all the layers on a .gif and then set the time between background accordingly with Win 7 or 8.
Customisable Cursor colors? Well, you can already get like 100K different cursors without spending any time at all..

I had a friend who once tried to set his desktop backround to a .gif ... the .gif broke. Every other frame failed to show, and it caused a lot of performance issues.

This is why no versions of windows photo viewer save for XP natively support .gif images.
As to why we cannot have them animate as a wallpaper, it is simply because there is no real point. Not only are they small in resolution (usually no bigger than 200-300 pixels) but they are usually of low quality, it would just look awful overall and be distracting.
It might have been cool in the 90s (actually I think you could have animated gif wallpapers on 98) but now? No.
iff .gif is not free licence, someone needs to create a new file format which works like .gif but can have very high resolution images, large enough for an HD moving desktop wallpaper.

also when i wanted to change how the mouse looks, i dont mean those "1000 free cursurs (GET A VIRUS ****)" but in contorl panel, like i have changed my windows cursor to be black in the middle and white as the outline, opposite to default.
But why cant i make it red inside and purple outline for example. shouldnt be that hard for windows to let us do.

Themed cursors use up more CPU power.
GIFs are also animated images, so they don't want a user putting an animated image as their background.
Depending on your OS, you can convert your image using GIMP, which is a lot like photoshop.

No, it is an animated PNG. APNG is not the extension, it is PNG, APNG is the format.

If you are on firefox, chrome, or the later IE the ball will bounce. If you are on anything else, it will not.

You need an extension for it.
On Windows Vista and Windows 7, you can use Dreamscenes. They're pretty nice. One of my friends used a movie as his desktop wallpaper for a while
