Chances are, windows 7 found bad/incompatible mouse drivers for you while XP probably set up compatible drivers.
Generally that's a driver problem unless the mouse is starting to go out, since it's wireless it could be a problem on either the receiver or the mouse itself.
Since you said it started after you reinstalled it sounds more like a driver thing though.
iv been having the same problem. its not all the time either so i know my mouse isnt just messed up and im using windows 7 if thats any help. it also isnt on the web. wish i could add more info but thats all iv got
And the scroll...is like 100 mph when I try to select weapons (or tools in minecraft).

Maybe it has something to do with ingame settings. OP, if you scroll on a webpage, does that webpage scroll down with superspeed as well?

Yeah, i tried in on my laptop, works fine, tried it on my grandpas pc, it didn't work right either!
The only difference is my laptop, is XP. But I don't understand why it worked fine before
