How do you add the top and bottom black bars to a video, and what video editing software has that option? I've been trying to Google it but the results I get are "How to get rid of black bars" or "Widescreen without black bars". I have seen one video that actually helps, but the bars are still slightly transparent, and it's not really a good solution for me.
Basically, I want to know if there is a free video editing program that has at least the option of overlaying images on the video, or even better, an option dedicated to adding black bars.

You don't add black bars, the black bars are "empty" space beyond the edge of the rendered video.
You need to render a video at 16:9 aspect ratio (1280x720 or 1920x1080).

Yes I know, but what if I actually wanted them as an effect?
