His 1600MHz RAM is clocked at 665MHz. DDR3 is the only RAM that goes to 1600MHz by default.

Then cpuz is showing the right speed because it is DDR ram you take what cpu-z is showing times 2 I forgot about that.
Look like the speeds aren't set correctly in the bios.
Every bios is different and I never overclock ram every. Look for the clock setting and set that to the correct speed also make the voltage and all that is set correctly.
Quite a lot of lower-end motherboards don't support RAM speeds above 1333mhz without overclocking, check your motherboard manual for more info.
Not that it matters anyway, unless you're doing some extreme overclocking for the sake of benchmarks you aren't going to see any practical difference between 1600 and 1333 mhz (in fact some overclockers have found that they get a performance boost by down-clocking from 1600mhz and instead tightening the timings).
You probably have a CPU or chipset than only supports RAM up to 1333MHz by default. 665*2 = 1330, so that would be about right. You will more than likely need to raise the frequency of the RAM in the BIOS to 1600MHz. This will probably make the system unstable, so I would advise doing this unless you really know what you are doing.
For example, Sandy Bridge chips only support up to 1333MHz RAM. So, no matter how fast your RAM is, it will always be underclocked to 1333Mhz by default.
Actually you can. I have an i7 2700k (Not overkill it was free upgrade from i5-2500k) and I just got the ram to 1600MHz in the BIOS. I see a slight performance increase like 4FPS. Sandy Bridge processors CAN support up to 2133MHz.

My RAM is supposed to be at 1600Mhz I tried looking on Google why it does this. Is there any way to make it go to 1600Mhz?

Id suggest a minimum of 2 Ghz and 4 GB of ram

Ok so I checked CPU-z and it says in the memory tab: DRAM frequency: 665.3MHz

When I look in another program each slot of ram says 665.3Mhz and theres 4 slots so when I add that up its: around 2600Mhz Is that right?

Ignore cpu-Z it picks up my ram speed incorrectly too but bios shows it at correct frequency look there.
That's odd, I've never seen it misread RAM speed.
Agreed though, check the BIOS.
Checked BIOS and this is what it said:

Aka, my 1600Mhz RAM shows an 800Mhz DRAM Fq.
CPU-Z reports the raw DRAM frequency, DDR stands for double-data rate. Double the CPU-Z showing the get your real RAMs frequency.
I made the same mistake a few months ago.
