You can choose just any modern PC having at least 8 GB RAM (for playing ModPacks 16 GB may be needed)
and an average dedicated graphics card with at least 2 GB RAM.
Nothing else is really needed.
Is there something? I would appreciate some tips. I'm not really into hardware.

I'm into software, not hardware (but still not a programmer, can't even make a working hello world), so can't help.
I can give you some advice though: don't buy a "gaming" pc. Those are more expensive and lower quality, plus I don't like the rgb lights. And don't go neither for the cheapest or the most expensive option. Also, and this is very important, make sure to check the specs. They gotta be somewhere, usually in its price tag or in a sticker on the pc itself.

About the hello world, it is just printf:"Hello world" or something like that.
I did a game that is basically infinite maze, but did I programmed it? Not really, I asked for help in the coding program forum.
So maybe, that is where you should start looking for help at if you are interested.
Also, they will also probably reply you with a link to a tutorial for how to code, that will be a long read but I think you can do it.
I do not understand why you need a VM to code on scratch.
I know that you can upgrade to windows 10 or 11 for free but it is your choice because my experience is they would probably annoy you with advertisements to pay money for upgrade to a pro version of windows 10 or 11.
If you really need VM because you are scared of viruses, I am sure there are no viruses on Scratch, then you would have to goggle on how to install VM.

It is rude to type in capslock at someone trying to help you, that literally just make them not want to help you unless that is your intention...
What you failed to understand what I was trying to said was that you can literally use Scratch in online, google chrome other web browsers, I do not know why you want an offline client.
What you failed to listen is that there are free upgrades to a better OS like windows 10, 11 or other whatever softwares but because I do not use others I cannot recommend, you have to try the others for yourself.
Three solutions, if you really still need more help, please ask at Scratch discussion forum, there will be experts with professional answers there.
Btw about the caps lock thingy meant to press shift but typo and pressed caps lock instead. Idk why this happend but with screens and keyboards I always press where I don't want tp.

I helped you because I see you have a potential for coding and have more chances to get into a coding job which currently is paid really well.

I would recommend to look at least once what you have written before you post it,
then such a "typo" would not have a chance to happen
Another hint is just to learn touch typing - it's very useful and also saves much of time (and errors )...

In case nobody is answering, my answer is actually to look at online pc shop or at your local pc shop.
Because pc parts are always updated with new releases and based on your country, some brands are cheaper while some brands are more expensive.
For example, if I show you my pc parts, you will not be able to buy them anymore, because they are old pc parts not manufactured anymore.

3: Accidentally deleted my vm

I couldn't find older versions because of a misclick
I clicked on "scratch for windows 10" instead of "scratch for windows xp"... so I tried to download it. My pc when I try to install it:
"You need to download adobe air in order to continue!"
Oh and for no reason I no longer have internet on my pc
