How many players would it be able to hold without lag and at max?
You can't run a server with more than 5 or so people on it with that upload speed. Having a decent upload speed isn't optional when running a server, it is a necessity.
There is no point in buying a server with 0.85Mbps upload speed. It would be a complete waste of money unless you can upgrade your internet plan to have higher upload bandwidth (and judging by your speed results i'd say you're on ADSL2+, meaning you can't unless you can get cable).

No those are all pretty bad because they are unbalanced and have weak GPU's. If you are able to build a computer which is like putting together legos because of how standardized everything has become then you can get a lot more for your money.
Not only is it so much better for hosting a server (which is a bad idea to start with anyway), it will do much better for general use and gaming as well, while using some very decent parts and being much more reliable and quieter in general. Overclocking would be pretty much required, but all that involves doing is bumping up the vcore a bit and raising the multiplier to 44-45, which really isn't hard.
Would run Minecraft + server at the same time very decently (SSD or second HDD would be beneficial though), and most/all other games on good settings too. Also provides a decent upgrade path.
(A Pentium G3258 clocked at 4.5GHz wins out against an i7 4770 in single or lightly threaded tasks, ie, Minecraft server or game.)

Please don't encourage him to host a server on his own network, its a terrible idea. Besides that CPU won't be that great for playing and hosting at the same time anyway. Then there is the slower WD Blue...

I'm getting the feeling he is wanting the PC to play games more than hosting a server anyway, and an overclocked G3258 can hold it's own when OCed, especially as a budget CPU. Dedicate one core to the server and one to Minecraft and it should be fine, although other games might be pushing it.
In relation to the "slower WD blue", I have both WD Blue and Black drives, as well as a couple of Seagate Barracudas, and the difference between the three is negligible and unnoticed in practice.
(And lets be honest, anyone seriously looking to run a 60 player server would be looking at a VPS/Dedi or specialized hosting from the start anyway. If his server ends up doing well, great, but I doubt it would get anywhere. Running a successful server requires more than just buying hosting and chucking a few plugins in and expecting it to do well)
(Also worth noting, that build was just something to compare to the price range he was looking at. Im not saying it's the best choice, nor the most cost effective.)

I'm aware that 16GB is overkill for gaming, and possibly gaming + server hosting too. Like I said, was just a comparison for that price range, wasn't meant to be balanced or cost effective.
