Have you tried with Roughly Enough Items and it doesn't work?
Otherwise try my video on it where I show the recipes, the mod hasn't changed since I last covered it I feel so these should still be the same just that the mod is now 1.14.4 ported rather than 1.14 when I covered it:

No problem, I just noticed they updated the curseforge page for the mod with images for the recipes now. Maybe the recipes have changed since I did my video, it has been a while since I've seen/used the mod besides checking out/mod posting that it had been updated/1.14.4 ported over 1.14 so I'd say compare the video and the images on the mod page.
Also this mod is for Fabric only so saying JEI makes it rather confusing as it's only for Forge (Fabric and Forge aren't compatible either) which is why I said Roughly Enough Items as there isn't a recipe mod like it to my knowledge for Fabric.
I have Fabric, I dont use forge, and JEI works with Fabric. It doesnt show the recipe like I mentioned, but regardless of JEI, even when following your recipes or the dev's now that they're on his page, I still dont get the hats. Which is why I presume that the mod hasnt been updated for 1.14.4.
I know devs can put support for Forge/Fabric into their mods into the one jar but I've only heard of a few mods doing it and not JEI at all (Edit: tried JEI in my current Fabric testing environment for mods to make videos on and JEI does not show up at all, also I use the mod's actual names unlike say many Youtubers that use the 'this JEI mod' for REI or 'Tinker's Unofficial' which Materialisation isn't that close to Tinkers really but whatever). I assume it doesn't show the recipe since it's not JEI registered maybe? The mod appeared for me to post it updating to 1.14.4 as it never appeared at any time until 1.14.4 came out and the previous time it existed was for 1.14 only and more so as a test mod I think (was on GitHub only before being ported to Curseforge now for all versions and most likely 1.14.4 at a guess and 1.14.3 mods are supported for 1.14.4 and I think 1.14.2) so not sure why that isn't working. I'll test myself and see, otherwise I'd report that to the devs if you haven't already.
Edit: While I didn't get the shift clicking recipes to work, I crafted all of them with Roughly Enough Items in 1.14.4 and it works.
Just wondering if anyone knows the recipes for the Villager Hats mod for mc 1.14.4 with Fabric.
