It depends on what your after, if you want modpack launchers like FTB/Technic/ATL/Voidswrath and so on then take a look at their modpack options and the mods in each pack, otherwise use the Twitch Launcher for it's plentiful modpack options, or maybe even make your own with mods your familiar with that is easy to use and setup, even MultiMC isn't too bad for making your own modpacks and exporting them but this Launcher is like a half Vanilla where you select the mods you want (over Twitch's automatic downloading of mods and libraries/apis) and half better version profile creation/management over Vanilla in my opinion. Look at each to find what your after for modpacks/mods to use, or the UI and which is easier to navigate which could be another consideration (even though not the best if your after modpacks rather than usability but still something to consider after all).
I'd say it depends on what your into with Minecraft or the mods your familiar with/if your open to new mods then try out Launchers/modpacks.
As a user of 1.13/1.14 mods these days compared to what I used to use, I use MultiMC, but when it comes to making modpacks/playing modpacks for 1.12.2 or lower to about 1.2.5 I use either Twitch mostly and used to use Technic/FTB.
It's been a bit of time since I've last played minecraft using mods. I've used ATL in the past but Technic and FTB has also been suggested to me.
Which one is considered the 'best' or if not, what are the reasons for choosing one over the other?
