Yes, probably quite a few. This time around, the delay was because of Forge getting a rewrite rather than Minecraft changing significantly so I imagine much of the update-to-1.13 work already got done.
Forge 1.13.2 has been out for a month now I think (remembering back to when I get my tutorial video on it for good enough reference and I did it a month ago).
I'd only recommend using it if you want to test mods as they aren't really that great to use. Many new for 1.13.2 Forge are good, but others are ports/trying to adapt and support Forge 1.13.2/bug fixing/maybe adding content but it feels like that 1.13.2 Forge and it's mods are in public beta so don't get your hopes up too much. Forge runs well but it is still getting there and the mods are adjusting and getting there but nothing mudpack worthy is all I'm saying really, they are still playable but recommended to be used for testing them or with low expectations.
If you want 1.13/1.13.2 mods that are more stable try Rift instead, or datapacks instead for offerings. I have a discussion section that gets you up to speed on it already if your interested, if not I understand. I also have the Forge Mods Listed every few hours if you want to find something or just go to curseforge and see what Forge 1.13.2 mods exist is also a good idea.
Forge 1.13.2 did indeed take a while to rewrite/fix/remove old code/and so on besides adjusting to 1.13 itself which is why it took so long.
