My modded version does not have any sound whatsoever. Yes, my computer volume is all the way up and yes the volume in the options is all the way up. Some mobs from mods still make noise, but nothing else. Thoughts on what happened?
You have to download the old launcher (the one that requires Java) so the assets are downloaded properly, after which you can use the new launcher and it will continue to work (I suggest copying the legacy folder inside the .minecraft\assets\virtual\ in the case you have to reinstall Minecraft so you can just copy them back without having to re-run the old launcher).
Also, if you have not done so already I highly suggest that you change the game directory used by your 1.6.4 profile so it saves everything to its own directory, avoiding issues ranging from having to reset all the settings after switching versions (some versions will even crash due to invalid settings in options.txt) to worlds being corrupted after loading them in the wrong version (this is also a great way to run multiple modded profiles since each one uses its own mods folder).

This is an issue with all versions below 1.7.2, vanilla or otherwise, due to the launcher not downloading legacy assets to the proper location:
