Make sure you downloaded and unzipped a fresh forgemdk in your folder. Next check if you have the latest java and jdk versions. After that open cmd in the folder that you unzipped forgemdk to (shift+rightclick in the folder and select 'open cmd here'). Next type 'gradlew setupDecompWorkspace' into cmd and wait for it to finish. Finally type 'gradlew eclipse' or 'gradlew idea' depending on your ide and wait for it to finish. I'm not sure, but you might have to set an environment variable, however I usually manage without one.

Which forge version are you using? Show your forge folder.
The issue may be caused by the '&' symbol, but you do not need to create a new account. Accounts are stored under C:\Users so extract your forgemdk to another location like C:\Mods.
