you put two sets of brackets. Each time you place a new space between 2 arguments, if it's not into brackets, it will automaticaly be identified as the next argument. So the game read your command like that :
Command : "/effect"
Target : "@e[type=Zombie]"
Effect ID : "[r=30]"
Effect duration "9"
NoParticles true/false : "255"
and the "true" is not read as an argument, as it's placed after the lastest one you could set
So simply, all target arguments have to be into the same brackets, so /effect @e[type=Zombie,r=30] 9 255 true
