My farm is divided into two sections, both have a villager (brown coat) and some crops. Their is a villager in the middle for dropping off crops. I have 16 doors evenly surrounding the farm, and two in the middle. The villagers will pick up items I throw at them and will plant them. My problem is that they don't harvest crops. Anyone know why?

There is no need for the doors unless you are using it as a breeder. Can the crops get to the middle villager? when mine stuffed up that was usually the case you need to block above the hoppers directly facing the villager with a stone fence post or similar wood ones are to small and work but not all the time. hope this helps if not if you can post a picture it would help and can help from there.
The problem is that villagers don't feel the need to harvest crops such as potatoes and carrots if they already have a certain amount of that item in their inventory. As a result if your villager harvesting has above this amount of potatoes, and the other villager also has enough potatoes so that the first villager doesn't find the need to share is supply, they won't harvest any potatoes.
I've found it is easier to create a farm using a farm block at light level 7 with a minecart hopper inside the block. When the villager attempts to plant a potato on this block, it will uproot itself as the light level is too low and be picked up by the minecart hopper. This way when the villager has too many potatoes in its inventory, it will loose them by planting on this farm block and then be willing to harvest more potatoes again.

Any villager with a potato in its inventory will attempt to plant it at any farmland the villager sees. (This assumes the villager is a farmer or any other brown robed villager). While eventually, villagers will harvest and replant crops to fill up the entire field, I have found it is helpful to plant the entire field before the villager is used. This speeds up the process as the villager doesn't have to take the time for the initial planting.
Either way, in the system I described the villager(s) should eventually harvest any crops that grow and replant all the potatoes they obtain until the entire farm is used.
Take out the doors. All 4 hoppers infront of the villager block with a fence post (cobble) as stated above. You may need to breed clean villagers (villagers with empty inventorys) to put in the middle of the farms. As if the villagers inventory is full he will not call out for food and the other villager will not throw him food so his inventory will fill up and he will stop harvesting crops. Villagers have an inventory size of 8 stacks. Breeding clean villagers and throwing them stacks of the crop you wish to plant, and leave and empty villager on the middle blocks.
