I am finding the changes of the syntax in 1.13 confusing.
What I want to do: (refer to picture attached)
I have some rail tracks that branch off into 2 directions. Green block on one side and red on the other. Blue block under the intersecting rail. Just before the blue block theres a command block with a detector rail on it.
I have 2 minecarts named green and red.
When a minecart passes over the detector rail the command block checks that the minecart is named green
If it is green than the rail on the blue block will point towards the green block.
If the minecart is not named green nothing will happen. If its named red than the rail on the blue block is pointed to the red block and the minecart will continue its journey to the red block.

What do I put in the command block to solve the problem above?

I am trying to use an "/execute if" command to check the "Name" tag of the minecart that is above the command block
I will use a /setblock command to change the direction of the intersecting rail from south-east to north-east
Why?
I want to build a compact rail network with multiple lines and each minecart servicing each line
