In that case, use adventure mode and make pickaxes or tools which have tags to mine only certain things. I forgot the command to do it, but you can search give command generator and it should be an option there. Hope this helped.
Also, if you want players to normally be in survival, do a radius command which sets player's gamemode to adventure only when they enter the area, and then set it back to survival when they leave.
