When fighting wither skeletons or the wither, it seems the only way out of the wither effect is a bucket o' milk. but it takes time and timing to gulp one down in the heat of combat.
Is there some other means of diluting the effect of wither? Any armor upgrade or potion?
Absorption and Regeneration may help a bit fighting wither. These two slows down the wither effect and you can also use Strength to quickly kill wither in the provided time. Otherwise, there is no way to avoid that effect, no armor can do it (according to me).
Note: Even in Absorption and Regeneration your health decreases as a result of the wither effect, but slow.
You can use golden apples. l usually get apples by trade from a villager, and then using gold ingots, I turn it into a golden apple. (I have a Gold & XP farm) . Golden apple gives you Absorption for 2 minutes, and Regeneration for 5 seconds (not that good).

You could even use Notch apples if you're lucky enough to have found any
Potion of regeneration comes to mind, of course you can use milk to disable the Wither effect, but milk doesn't grant you any status effects of its own, it's just one gulp and the existing status effect is gone. But the potion of regeneration can counter the effects of wither, slightly, or at the very least reduce the damage being done to you so you have enough time to fight back or run away.
Armor enchanted with Protection reduces virtually all types of damage (except for hunger and void damage) by up to 64% (full Protection IV), which reduces health lost by nearly 3-fold, enough for Regeneration I to overcome Wither II (Regeneration I restores half a heart every 2.5 seconds while Wither II takes away half a heart every second; with full Protection IV this effectively becomes half a heart every 2.8 seconds. Note that Wither skeletons only inflict Wither I, which is twice as slow).
Also, at least on Java, you regenerate half a heart every half second from saturation, so having good quality food (e.g. steak) will let you easily overcome any Wither effect, as well as Poison and burning (not in fire or lava), otherwise, having constant natural regeneration will help overcome them (e.g. regenerating half a heart every 4 seconds and losing half a heart every 2.8 seconds from Wither II while in full Protection IV armor will effectively become half a heart lost every 9 seconds). On Normal Wither II lasts for 10 seconds so you'll barely lose any health; on Hard it lasts for 40 seconds so you'll lose 2 to 2 1/2 hearts; for Wither I (Wither Skeletons) you'll regenerate health faster than you lose it). This is also in addition to the Regeneration status effect.

Good advise, and still better than milk buckets which requires unstackable items that grant no status effects.
I'm not saying people shouldn't carry any milk buckets at all, but they must use all the tools at their disposal to survive the Wither boss fight. Potion of regeneration is something I think would be wise to carry around, splash potions of regen to be precise, this way the effect is instant. Armour with protection enchantment would work but it won't make you invincible.

Well, I was sort of hoping for specific advice on how to avoid the wither effect. The wiki does not provide that.

Having played a bit around, I have found that the best way to resist the wither effect is to not be smitten with the wither effect at all.
