What villagers are you using? Is Mob Griefing turned off? Amazingly, they consider their ability to harvest crops as griefing... Are they still in the sphere of another village with the villager count at the maximum count already?
I got one to throw potaos at the other. They both walk around and open doors. The one that recieves the potatos is ignoring the other one. They only farm if I break the crops for them. Ones a fletcher, other is a cleric.
What do the houses look like? Do they hide "inside" at night? I'm looking for clues (besides just opening doors) that they "see" houses in your setup. The trigger for breeding should be "more houses detected than villagers" so if the houses are valid and the villagers can recognize them, it ought to work. I think harvesting crops is a separate (but related) issue. I assume throwing bread at them doesn't change things...
I made a villager breeder and the two villagers just walk around.
