I didn't see anything against it, usually if it is a closed beta companies don't want you to but open betas are normally fine as anyone can jump in them anyways.
I googled your question and it came back with an article from October mentioning Mixer streaming being built into the beta, so I would assume it is ok. I'm not a lawyer and I don't work for any of the companies involved with the game though.
Besides, the real question is 'should you stream?'
I've been on the beta for a while now and interested in starting a stream. I just don't want to stream the beta if I'm not supposed to.
