For certain files (Sheep overlays, colorless foliage, etc.) The .tga format is used. This is really prominent in windows 10 edition.
What are you looking at?
Quote from macadamia238» 1) It shouldn't be called sheep.tga, should be .png 2) They are called resource packs now, so naming/format has changed a lot since 3) The file path for the wool-less sheep texture is as follows: resourcepack>assets>minecraft>textures?entity>sheep>sheep.png

Probably best that you use the Pocket Edition forum for future posts: http://www.minecraftforum.net/forums/minecraft-pocket-edition/mcpe-discussion
You could try to find some answers in the MCPE Texture Pack Forum here: http://www.minecraftforum.net/forums/minecraft-pocket-edition/mcpe-texture-packs
And I do not know the structure of texture packs for PE, sorry!
