Seems everyone is having trouble installing skins & texturepacks on the new improved security iOS. I think I might have an idea. If you have have two iDevices, with one device 5.1.1 and the newer one, iOS 6.x and have the older iOS have all your textures and skins installed, and then sync with iTunes or iCloud, then have the new iOS device sync back the apps, including all the data the MCPE had on the 5.1.1 device? I have not yet tried it, but I need a tester to do so. Because I apparently I tried syncing it with my 5.1.1 jailbroken iPod, and backing up with my iPhone 5, and it doesn't seem to be working for me.

Both of my iDevices are iOS 6, so I can't help with any testing. Good luck though!

The problem is that iOS 6 is locked down so you cant go in and just change things through ifunbox or iexplorer. But if you have the app backed up and try to install the backed up app then it may work. I will try this on my sisters and mine ipods and see. I have 5.1.1 jailbroken and she has 6.0.1 unjailbroken

iOS 6 is not locked down. This is caused because in iOS 6, all of the app's files are read only.
