The RTX update ruined most shader resource packs in the game and good shader resource packs are now only available for RTX users. The only benefit is that the portion of people who can use shaders now have an upgrade. Why did Microsoft make this update and think it would be cool?
Right from Microsoft/Mojang's post "..3rd party shaders are not supported at this time...", so they know/knew they were going to break things and either were forced or didn't care.
In the mean time, until pack makers can get a crack at RTX packs and see what is under the hood for how things are handled, we all got sent back to Day 0. This is even more frustrating for those who used utility packs like redstone level or chunk borders.

The RTX Feature is only available for users with a RTX GPU
So for others some community made shaderpacks are still a big thing
Then why does none of the shaders I know from before 1.16.200 work now?
Maybe they have to be updated
