VPS are like shared hosting. One physical server hosts many user servers separated by virtual machines. You pay a mothly fee for a fixed amount of resources.
Cloud hosting uses multiple physical servers to host the data. If one server fails the other acts as backup (redundancy). The resources given to the server are adjusted on demand and you pay for what you use.
