Hi guys im new to MCPE server hosting and I was just wondering what are the safest and cheapest sites to go with to start the server

FYI: I want a site thats noob friendly and has an easy plugin installation system

Use pocketserver.net. Its a great host and is the very one that hosts some of the biggest MCPE servers (XenonCraft, A+Craft, etc.). You pay 20 cents a day and if your server is offline the whole day, you dont pay at all. It also has a free trial AND all accounts are prepaid.

Thanks for the suggestion but im just going to take on the op role on a server so I can learn a little more about servers on MCPE in general
