Guys i need help , I want to run permissions on offline mode for bukkit , but i get this error :

[19:35:48 INFO]: [PermissionsEx] Enabling PermissionsEx v1.21.3
[19:35:48 INFO]: [PermissionsEx] Initializing file backend
[19:35:48 ERROR]: [PermissionsEx]
========== UNABLE TO LOAD PERMISSIONS BACKEND =========
Your configuration must be fixed before PEX will enable
Details: Error loading permissions file!

I know that this might be easy for you guys , and that i may sound like and idoit , but i need help!
