Pocketserver.nwt hosting is fast and cheap.
but wobhosting is very very cheap. I havent used it but it seemd to look good.

My server network, A+Craft, runs on Pocketserver.net. It's cheap, fun, and easy! I think its the best host out there, actually.

I wouldn't recommend installing PocketEssentials. There is a piece of the code that will op Kevin's account on your server, without you knowing.

Pocketserver.net allows you to install PocketEssentials. Just be careful, and watch that op list
