Yes, by portforwarding and downloading server launchers such as the original minecraft_server.jar/exe or Bukkit etc. Well anyone can run it, the problem is how well you can run it performance-wise. You need a decent computer with a decent RAM, but the bigger problem is the internet. Make sure you have stable ping and decent Upload speed.

Did try pocketmine, but that hostserver dos`nt work so good. Animals/mobs/rails and a lot of stuff dont work with that server host.
So, are there something else out there that work better?

There are three important factors in hosting your own server on your own computer. 1) Pocketmine/host 2) Portforawarding 3) Public IP
I call it the three P's. oh and a fast performing computer is super important and necessary after the process of setting up everything you need.
HOSTING
To host your own server there are two options. You can either use a paid host or a free one. A paid one can be between $10-30 per month for 25 to maybe 40 players, depends on what host your gonna use. But if you are planning to use a free one, you'll need to download PocketMine. And Pocketmine is the only one out there that is trustworthy and most used. But a paid host is way more easier to manage.
REQUIREMENTS
If you are running that software on Windows XP you will run into several problems but it can be solved easily. Windows 7 is probably the best for PocketMine.
POCKETMINE
Im pretty sure you understand how to use PocketMine just fine since it seems you've already have it installed and running.
PORTFORWARDING
So the next part and the most important would be the portforwarding part. Without portforwarding you will not be able to play with those who are on a different wifi ip address as yours. To portforward just type in your default gateway in your URL and type your username and password to your router.
Next, locate a tab that is under the name "portforwarding/portmapping/games and apps"
After clicking that, name it whatever you want. You should choose UDP as your protocol and 19132 for both start and end ports. Click done and it should be portforwarded. 19132 is the default port for MCPE, port that are different are usually because they run on a paid host.
PUBLIC IP
Go to google and type in "my public ip address". Google should tell you without even having to go to any website. This ip will be the IP address you give out to people with the port being 19132.
EXTRAS
This is actually really beneficial especially if you dont want people to hack your pc through open port whether its a public ip. You'll need to register (FOR FREE) at noip.com first though.
You can make a custom ip, example: customipformcpe.no-ip.biz or something like that.
This is recommended.
Tell me what other problems your running with other than non moving animals, non-spawnable mobs, and placings of rails. Tell me what operating system you are on too.

Then i must wait for pocketmine to solve the API problem with their software.
Yes, PocketMine hasn't added that update yet. Its pretty hard to have moving mobs and animals on an external server, at least according to the developers of PocketMine. Yeah there's nothing you can really do about that now. Not even mods or plugins can help move animals or mobs.
If your friends cant connect to your server, its probably because you didn't portforward it correctly.
Try downloading a software or go to a website where you can check if your ports are opened. If not it should tell you why.
This server is hosted from my server/pc, and runs Pocketmine.
Need also some guys that can help me to build up the new world, we need admin, op and builders.
