Do you think a server would be successful if it is very realistic - like, if there are no admins at all, and when players chat only the nearby players can hear them, and there are ropes to pull a person from two blocks below if both people, puller and pulled, agree. And you must pay money if you want to use a telephone to call players far...

I think a realistic server like that would be cool!
Instead of commands you could use /taxi spawn using the economy plugin you could edit the /spawn command and replace it and make it use economy money!
OK. I will be making it for the pocket mine plugin contest - if I do it in time.
