I have a couple things to note. First of all, any IP that starts with 192.168 is a local IP and cant be accessed worldwide. Please check this website : http://whatismyip.com to get your External IP. Also, I can help you setup the PocketMine server. I have setup a couple private ones before, so I am semi-experienced.
