There is an iOS app called Multiplayer for Minecraft PE (sorry, I don't think it works for android) that allows you to connect with other people using app and it now no longer requires you to connect to WiFi and you may use a mobile network, and blue tooth as well. It costs $3.99 I believe and may require a Game Center account. You can create private servers for you and the friends you invite or you can make it public and let other people join in the fun. Another good thing is the in-game voice chat feature. Server owners may kick or block people from servers who they may find to be causing trouble. It requires no subscriptions, or waiting for your server to be approved, however, you can still have a server removed if someone complains to the app moderator of something inappropriate on the server.
