I think you want to make a JavaScript-Mod to an App, right?
You can make an Addon-Version of your Mod, you can use all ModPE-functions (and hooks) for Addons, too. (Maybe not something like ModPE.takeScreenshot().) Depending on how big your Mod is and how it works it´s more or less work.
Or you just make an App that gives a download-link or downloads it, but (in the moment) I can´t help you for that.
