I think the only two ways (without making a hacked client) are:
1. Making something like a BlockLauncher
2. (On a rooted device) Making an app that gets the mcpe apk, modifies it to load c++ addons (injects the BlockLauncher's code into the app), and exports/installs it as Minecraft PE.apk. Modifying android apps installed on the device is possible, Lucky Patcher does it to hack InApp & LVL.
