So I went to Barnes & Nobles and purchased this book on learning Java when I finish reading it I will go back and buy the other book on Minecraft mod development I was just wondering if when I read that book on mod development will I need to to learn anything else to make mod scripts for Minecraft PE?

Did you actually buy a book on Java? Or Javascript, because ModPE is JavaScript. You would be able to mod PC after reading that book.
