Is it possible to create a MCPE mod without rooting your devise? If so plz leave a comment below telling me how to do so, tutorials that might help, and what programs i will need. THX!

You don't edit the MCPE code... You just make a ModPE script with a .js extension and import it with an application called BlockLauncher, which was made by 500ISE (Zhuowei, on the Google Play Store)
