Ok so if you can answer my question it would be great. I have been looking all over a format but am out of luck.
(will keep looking)
Also I know php and I am wondering if it is possible to use that to make mods. So if you can get back with me I will greatly appreciate it!

JavaScript, plus java if you want to add GUI (Add custom menus, buttons, etc...) in the mod

It does depend on what kind of mods (patch mods or script mods)
