I don't think so make it rewrite its own txt even if it was possible it would be in a huge program maby like 1.5 GB because it would be like a program for making mods by its self
I think it is very possible. It would just require a more unified method of dealing with mods.
Right now, it's kind of a nightmare to deal with a lot of mods. Mods are merely forum posts with links. So they aren't searchable by minecraft version, or type of mod, or anything. Just keywords.
If a big site were up to it (like this one perhaps, or Mojang), then they could have mods work totally different from normal forum posts. For instance, when a modder posts an update, it asks for info like "minecraft version" and "required mods" etc. Then the modder provides a link to the latest download. Then on the site, the versions can be selected from a drop-down menu, and searched by type.
From there, the site itself could post a launcher like Magic Launcher, but it checks the mods you have, and checks for the latest compatible version by looking at that mod's profile. If a newer version is available, it downloads it using the link the modder had posted. It installs based on rules you set, like "ask before installing" and "install automatically".
Is what would be even better, is if the host site also kept the mods stored on their servers and used those. But then that adds cost and bandwidth.
As big as the minecraft modding community is, I think it would be worth getting organized.
I've tried this in the past with the PTPatchUpdater for Android - however, that probably won't work for iOS, since that uses the symbols in the libminecraftpe, which is omitted on iOS.

if it is i think what it will do is check your mods folder and see what mods you have in it then it will ask you if you want to update them and will then search up a script of the mod on the internet and hopefully find the mod and auto download, though it might not work because of spam bot protection O.o i found one https://code.google.com/p/minecraft-mod-updater/ WTF?
