All mods require you to be jailbroken.
At this point, the ModPE script mods are mostly Android only, since the iOS runtime hasn't been updated since MCPE 0.7.2.
There are a few item ID changing mods for 0.7.6 if you dig around. Again, you need to be jailbroken.
If you cannot jailbreak. you can edit your inventory and get hidden blocks, like the cobweb with an inventory editor and a file transfer tool like iFunbox or iExplorer. I am an Android user, so I can't help you there, but a search on the internet should get you tutorials. This isn't modding, since you are not changing the game, but it's something, right?

I reccomend option one. they are cheap and have far superior mods to ios and i think u will quite like it
