1) BlockLauncher is so tailored to Android that it wouldn't be a port, but a rewrite
2) Yes, you'll need a jailbreak, just like the regular ModPE, if this is done.

If he manages to somehow make a port of it to ios, he can pack it as ipa then upload it to dropbox... then anyone can install it... PROBLEM???
He couldn't give it out since its not his code. He would have to get permission from the guy who made blocklauncher but since its not possible without rewritting the code he could do it without permission because it'd be completely different

If someone can pull this off, I would give them the permission. Sadly, the OP can barely breathe, let alone code.
