This is easy to do. You just download the world, add what they want using an inventory editor, and give them the new link right? I have what it takes, so may I help you out with the requests.

Requirements For Custom Terrain Seeds and Landscape:
All you need to do is give me a seed name and i will change it into any kind of map you want.....for instance i made a map that used the seed NYAN and i made it into a TNT world....every block was changed except for the neded blocks like wood, Coal, Diamonds, Iron, and water and lava. Just simply post your seed here and i will give you the link to it. AND REMEMBER TO MAKE A BAKUP BECAUSE I WILL ERASE IT FROM MY DROPBOX AFTER 1 WEEK, because i will run out of room
Basically include the following:
Seed name-------example ( NYAN )
What kind of world you want-----example ( TNT World )
Blocks not wanted to be changed------example ( don't turn trees into TNT )
What to call the map-------example ( TNT World )
And If you want it to be Survival or Creative
Requirements For Custom Inventories:
You must give me the download link to your map and what items you want or just tell me what items you want like I did before....but FYI i can not give you items that are not coded in the game yet...For Example: Mob Spawners

BTW, if you are going to use these in multiplayer, SAVE YOUR OLD LEVEL.DAT FILE,IF YOU DONT PUT THE ITEMS IN A CHEST AND SWITCH BACK TO YOUR OLD LEVEL.DAT FILE THEN ONE OF THE PEOPLE YOU ARE PLAYING WITH WILL EXPERIENCE GLITCHES!
Requirements For Switching Game Modes:
You must give me the download link to your map...and what game mode you want...either survival or creative
Requirements For Spawning Mobs:
You must give me the download link to your map....and tell me what mobs to spawn and how many of them
Requirements For Changing The World Name:
You must give me the downlod link to your map and what you want to call it

The_Minecraft_Creep is in charge of changing blocks, spawning mobs, and custom inventories while I will be in charge of name changing, game mode changing,building,renaming,and some custom inventories when i get out of school

Blue is Blue Wool, Cyan is Water (20 blocks wide), and Red is Red wool.
You can pretty much guess what I'm doing in the diagram. If you can't do this then don't worry, just make it all grass
Also, It's on creative and don't worry about the water if you can't do that. I got it covered
