I've tried both manually and with this tool, on Windows 10, a few times now, and it just locks up, then crashes the game as soon as the resource pack is turned on. (It doesn't appear that there's any crash logs - and the event viewer is worthless, for MC crashes - for the Windows 10 version.)
(Also, I'm aware that there's a PE version of this mod on MCPEDL, but it's far too old and isn't even recognized by the game. I tried to convert it, unsuccessfully, but since it never received any of the updates that the PC version did, I gave up pretty quickly.)
When I downloaded the .zip file, I tried to open the PCTexture2PE_GUI.exe but It said that I did not have correct files, or they were missing, but I had all the files, can you explain why this happens to me please?
Just wanna say a huge thank you, this is an awesome tool. I had been trying to do a quick convert of my favorite pack (Ozocraft) and had mild success but was seeing some issues. This tool fixed a majority of the problems! However, I'm seeing issues with beds and the moon textures which weren't there before. Not sure if the new format requires a different layout for those textures now or what.
I attempted to use this to convert Wolfhound Fantasy to Bedrock edition, the file to file refused to work, and Zip to file or zip to zip, was unable to extract it, saying extracting zip, for over 24 hours.
Edit: I just unzipped, did the file name changes to block and item to be blocks and items, and then realized I needed to select the meta file, seems to do stuff now

Edit Edit Edit: Yeh it was stuck on it for too long, selecting the end result to be .mcpack worked though, instantly
