If you just want to use this API with a compatible mod, download the script from the above link then copy & paste the mod (that starts with ipe.registerMod) at the end of ipe.js, but before the ipe.load line.
If I recall correctly, ModPE mods can't access the functions of other ModPE mods. This allows those mods to coexist and call API functions from each other.
Basically, it's ModLoader for PE.
