You are going to need a hex editor, a Java JDK, and a libminecraftpe.so file. Oh yeah, and a computer.
I'm interested in making mods too, but making mods sounds harder than it looks. I'd recommend you get a background of programming.
Can you add support for .tar and .gz files other that .zip files for texture packs? I'm creating a script that should automatically package them, but the Android shell lacks zip support, but supports .tar and .gz. If you want the script, I'll be happy to share; it's in a .sh file.

I noticed the option to turn play with touch off into the latest version of block launcher, so I gotta ask, does anyone know any control mappings for PE?

BlockLauncher beta 1.2.7 with support for Treebl's ModScripts was just uploaded.
Get the beta from the first post.
Go to Launcher Options -> Manage Scripts -> import - > Treebl's repo.
Enter one of these IDs (that were shown in his video):
test
hihi
yoyo
Hit OK and you should get a ModScript loaded into BlockLauncher. Then, right-click an item
For the script with ID "test" and for "hihi", the items that it responds to are bone and stick.
It doesn't let me enable more than 1 script at a time and I can't import scripts from treebl's repository. It appeared after the update I got for the app a few minutes ago.

Anyways, a new version of BlockLauncher with support for Android 4.3 is coming tomorrow.

Imports from treebl should work - however, the old IDs no longer work; try following http://www.minecraftforum.net/topic/1919791-mcpe-iosandroid-modscripts-by-tengus-latest-animal-breeding/
