I've seen iPad screenshots, and they're definitely smaller than mine.
On my Kindle Fire, they take up WAY more screen real estate than they need. Hell, I can almost use my palm to walk around.
uhm have you already tried to edit the gui in the application? So maybe you can make it this way manually smaller.
It'sonly a suggestion
Im no coding guru, but I believe the button overlay is drawn using opengl rather than Android's built-in gui system (for speed, performance, and cross platform reasons), so I believe it could be resized by modding the scale values in the game code, but Im not entirely sure.
Upon closer inspection, I don't know if the hotbar ever changes size. It's the same, pixel for pixel, between the Kindle's 1024x600 screen, and my Nexus' 1280x720 screen. It's smaller on my MotoDroid (854x480), but that phone runs the "j" version of the app, which is built specifically for lower-end models.
But whatever, I'd settle for just a smaller D-pad.

I haven't tried it yet, but I think Snowbound is right. If I scale down the D-pad image, I fear it'll just blow it up again, only with less resolution than before. It seems to scale it to whatever arbitrary size it thinks suits the device. The pad is actually a good 20% bigger on the Nexus, but with the physically smaller screen, it looks about half-size.
thank you!!

On iPads I think they are to small.
