It'll be a new item, and ill probably make them spawn in the nether reactor with other nether items.
If I host a local game, will other people be able to use Ender Pearls? Or other items? Like a Portal gun for example?
Depends on the mod. Exploding arrows will work for others, and after i refine the teleport arrows mod, they will also work for others. Unfortunately, ender pearls WILL NOT work for others because thats a new item that the game doesnt know about.

I'm going to have an awesome Hunger Games match with the exploding arrows. So if the other person has the Ender Pearl mod, will they be able to use Ender Pearls? Or see them in a chest?
I'm just imagining a skeleton with the teleport and explosive arrows combined. Story scene activate. I am building the best house ever! Oh no it's turning night time. Meh, whatever. *later on in the night, a skeleton appears magically* Hah, you can't get me. *skeleton starts being hostile* Oh BANANAS it's teleport and exploding my world. Now it's closer and destroying my house! WHY DIDN'T I SWITCH THE MOD OFF!?!??! Yay stories.

You say Kivifreak claims Winterboard can be used to load MCPE mods. Well, in order to assess this claim, the question is this: What is Winterboard and what can and can't it do? Winterboard is a Mobile Substrate tweak which is mainly intended for using themes. What it does is fool applications into opening different files than they intend. This works for specific file types such as images, sounds, and property lists. Winterboard does not switch out code that an app uses, nor can it. Therefore, if a mod were to be possible via Winterboard, it must be able to be duplicated without Winterboard by simply replacing images, sounds, or property lists. Replacing images can be used to load skins and texture packs, and this is what many custom skin and texture pack designers already used. By replacing sounds, it is possible to change the noise generated by an arrow hit or a mob falling too far. By replacing property lists, it is possible to change what is shown on the settings screen. I myself implement my own property list swapper in MCServer to add the entry for the server IP address. However, without custom code to back up the changes, all that changing a property list can do is alter the appearance of the settings screen. Replacing property lists cannot change the way MCPE functions.
Now, there do exist Winterboard "themes" that can "hack" apps. This is accomplished by replacing the property lists contained within the app's folder which instruct the app how to run. However, MCPE has no such property lists which it uses to control its functions. Therefore, these types of Winterboard "hacks" are not possible with MCPE.
In conclusion, modding MCPE by means of a Winterboard theme is simply not possible. Winterboard does not possess the ability to do such a thing. The most it can be used for in the case of MCPE is to apply texture packs. Other than this, Winterboard cannot be used to mod or hack MCPE.
I actually ment you can simply replace a modded file (the minecraftpe file) using Winterboard. Eugeen actually even found out a way how to install mods without jailbreak using 25PP.
