What will the plugin do?

Does it randomly fill chests? If it does, can it delete all contents from all chests and refill them, or will it require empty chests?

Last, but not least, is the tier 1 and tier 2 coded in or not, and what are the items? Do you need me to help with the tier 2 locations?

EDIT: doesnt matter for those who dont know either, you put in the console:

ppcommand <playername> <g, t, a>

so you put either g, t, or a. G = guest, T = trusted, A = admin.

//ppcommand is to set guest, admin or trust to what commands to use, //ppplayer is for admin, geust, trust.

This isn't related to your plugins but whenever I spawn, I spawn inside blocks. I've tried to change it but it won't stop spawning me in the blocks. Thanks

Put spawn protector to 0 then go on the server in creative and brake the spawn or change it with the plugin "SpawnChanger".
